Fan Leader FIFA Security Briefing

Today, FIFA representatives provided a briefing and answered questions regarding FIFA’s security plans for the World Cup stadiums. The virtual briefing was attended by the Qatar Fan Leader Network members, as well as the general public, and a big thanks go to USA Super Fan, Chris Wixson, for the screenshot grabs.

The briefing was an opportunity for FIFA personnel to answer questions and expand on certain topics.

It began with a reminder of the “strict” security policies of FIFA and Qatar’s reputation as “one of the safest countries in the world.” It’s clear that if you think you have an issue or item that might raise a security concern, you should be well versed in the applicable FIFA security policy. If the policy is published, expect officials to adhere it.

Most of the Prohibited Item are just what you’d expect for a sporting event anywhere in the world. Below are some of the added explanations from the briefing, including answers to the questions posed by members of the US Supporters Going to Qatar Facebook Group.


  • Cameras were an item of much discussion. The only physical restriction for cameras appears to be lenses >10 cm.

  • No camera mounting devices are allowed.

  • No selfie sticks.

  • The use of the camera must be non-commercial. If you are making money from the images obtained, even if just through social media, then the use is not authorized.


  • Expect fireworks, smoke, etc. to be banned in and out of the stadium.

  • Per FIFA regulation - body paint is not considered clothing.

  • Along those lines, certain body parts are expected to be covered. The only behavior commonly seen at the World Cup and other sporting events that was singled out was men going shirtless.

  • Face paint could potentially be an issue if it is felt to interfere with the ability to identify someone.

  • Bottles must be <100 mL and not contain alcohol.

  • Medically necessary items will be allowed. Ensure they are properly marked and/or you carry appropriate medical documentation of the need for the items (a letter from your provider on appropriate letterhead should suffice.)

  • ONE power bank of ANY size is allowed.


  • Musical instruments must fit through the x-ray machine.

  • NOTE: Even if the musical instrument is allowed in the stadium, you might still be banned from playing it - if it is felt to be an annoyance to other fans.


  • Bags do not specifically need to be clear, but cannot be LARGE. Large is defined as the sum of the three dimensions being greater than 75 cm and unable to be stored under the seat.

  • Cinch sack design is not specifically banned.

  • Soft masks are allowed but will need to be removed at the security entrance.

  • Refer to the above image and the Code of Conduct for guidance in this area. This is as specific as you are likely to get…the rest is interpretation.

  • If you find that you have an item on the banned list, and you still want to bring it into the stadium…there is a form for that. Everyone I have spoken to regarding the form has the same reaction - clearly implying the process is cumbersome. If you don’t think your Fan Organization or National Federation will help the process, you probably don’t have an item that is likely to be approved for entry into the stadium


  • Finally…”Do I need to show Ehteraz to enter the stadium?” The first thing to understand that this is NOT a FIFA security topic. The use of the Ehteraz is a Qatar Ministry of Health requirement. Currently, you need to show your “green status” to enter most public areas in the country. Discussions are ongoing to determine whether this will be a requirement at the time of the World Cup. It will be a Ministry of Health determination, obviously with input from all the major stakeholders.
